In de criminele onderbuik van Los Angeles zwaait het meedogenloze meesterbrein Vincent Camastra (Vinnie Jones) de scepter over de internationale cocaïnehandel. Wanneer twee ondernemende dealers (Daniel Bonjour en Gianni Capaldi) hun leverancier buitenspel proberen te zetten, zint Camastra op wraak. Terzelfder tijd komt de drugsbaron in het vizier van DEA-agent Maxwell (Dolph Lundgren) en wordt zijn organisatie geïnfiltreerd door undercoveragente Beverly Royce (Carly Pope). Als haar dekmantel bedreigd wordt, krijgt de zaak een persoonlijk kantje voor Maxwell. Bovendien blijken bepaalde ordehandhavers, zoals LAPD-agent Jack Reiley (Randy Couture), niet helemaal zuiver op de graat.

Daar wordt zijn laatste restje innerlijke vrede weggeveegd wanneer hij een hoertje uit de klauwen van de Aryan Brotherhood redt.
